Prince William County’s basement-finish handout follows IRC R310: sleeping rooms and new basements need an emergency escape opening, and a below-grade sill needs an area well with a drain. A cover, grille, or screen over that well has to keep the required net clear opening and be releasable or removable from the inside without a key, tool, special knowledge, or extra force. A walk-out door solves one opening. Interior bedrooms and the non-walk-out sides of a colonial still need a well and a cover that can be opened from inside.

No. Cover-only swaps are often a different conversation than cutting a new well. Town of Haymarket work can still need town zoning approval before a county permit. Your HOA may want a picture of the lid. The installer can tell you what they handle; we do not file for you.
Ask the installer for the load they will stamp on that cover. Distributed adult weight is the usual sales point; an ice sheet on top of leaves is the local failure mode. The cover still has to release from inside. Child-safe notes and leaves and snow.
